A Real Estate Consultant is the highest-ranking licensed real estate professional in the Philippines, as recognized by the Professional Regulation Commission (PRC). Unlike a broker who primarily acts as an intermediary in sales, a consultant is a seasoned expert who provides high-level advisory, strategic guidance, and expert judgment on complex real estate matters for a professional fee.


What Does a Real Estate Consultant Do?

A real estate consultant is typically not involved in a single home purchase. Instead, they are engaged by corporations, developers, and high-net-worth investors for their deep knowledge and analytical skills. Their services include:

  • Feasibility Studies: Assessing whether a proposed real estate project, like a new subdivision or condominium, is financially viable, legally permissible, and has a market.
  • Investment Analysis: Providing in-depth analysis of a property or portfolio of properties to determine their potential for income and capital appreciation.
  • Market Research: Conducting comprehensive studies on real estate trends, land values, and development opportunities in a specific area.

Real Estate Consultant vs. Real Estate Broker

How to Become a Real Estate Consultant in the Philippines

Becoming a licensed Real Estate Consultant is the pinnacle of the real estate service profession in the country and has very stringent requirements under the RESA Law (R.A. 9646):

  1. Extensive Experience: The applicant must first be a licensed Real Estate Broker for at least ten (10) years.
  2. Licensure Examination: They must take and pass the very difficult Real Estate Consultant Licensure Examination administered by the PRC. This exam is offered far less frequently than the broker’s exam.
  3. Registration: After passing, they must register with the PRC to get their professional consultant’s license.

This rigorous process ensures that only highly experienced and knowledgeable veterans of the industry can earn the title.

While licensed brokers and accredited salespersons are numerous, licensed Real Estate Consultants are a much rarer and more elite group of professionals.

As of this afternoon, Tuesday, September 23, 2025, at 4:45 PM, while you can find thousands of active brokers and agents working on transactions in a rapidly developing province like Bulacan, you would likely find only a handful of licensed Real Estate Consultants. These experts are typically engaged not by individual homebuyers, but by the large developers planning new subdivisions in towns like Balagtas, or by corporations looking to purchase land for a new factory or warehouse in the region’s industrial zones.

The biggest misconception is that “real estate consultant” is just a fancier, more impressive title for a real estate agent or broker. This is legally incorrect. In the Philippines, “Real Estate Consultant” is a separate and higher-tier professional license that requires at least 10 years of experience as a broker and a separate board exam. Their functions (advisory vs. transactional) and payment structures (fee vs. commission) are fundamentally different.

For your first, second, or even third home purchase, the professional you need is a good, licensed Real Estate Broker. You generally do not need to hire a consultant for a standard residential transaction. However, understanding that this higher level of expertise exists highlights the professionalism of the real estate industry and reinforces the importance of dealing only with PRC-licensed practitioners at every level.

A large property developer is planning to build a 50-hectare mixed-use (residential and commercial) township in Balagtas, Bulacan. Before they invest billions of pesos, they hire a licensed Real Estate Consultant. The consultant spends three months conducting a comprehensive feasibility study, analyzing the local market demand, projecting sales velocity, and assessing potential risks.
